Explanation (?):

The network provisioning service (NPS) is a system of Windows, which was added in service pack 2 (SP2) of Windows XP, that provides API functions for domain communication. This service stores its information in an XML database that in theory can be human parsed. This service is not important to the home user, but it is only started when it is required so you should leave it set to manual.
